Child Safety Standards and Prevention of Child Sexual Abuse and Exploitation

Our commitment
Būlum maintains a zero-tolerance position on every form of child sexual abuse and exploitation (CSAE), and on any child sexual abuse material (CSAM).
This document sets out the standards the platform applies to prevent, detect and act on such conduct, the reporting mechanisms available to users, and the designated point of contact for child safety matters.
It forms part of the Terms and Conditions and the Code of Conduct adopted inside the app, and applies to every user and service provider, and to all content and communication that passes through the platform.
1. Strictly prohibited conduct
No user may, anywhere in the app, do any of the following:
- Publish, upload, send, store, share or solicit any material that constitutes the sexual abuse or sexual exploitation of a child, in any form: image, video, audio, text, drawing, or AI-generated material.
- Present a minor in a sexualised or suggestive manner, or comment on a minor in sexualised terms.
- Communicate with a minor in order to groom them, or build a relationship with a minor for the purpose of exploitation.
- Extort or threaten a minor with the publication of their images or conversations (sextortion), or request sexual images or clips from a minor.
- Traffic children, or facilitate, promote or advertise child trafficking by any means.
- Arrange a meeting, trip or service intended to harm, exploit or endanger a minor.
- Impersonate a minor, or create an account using a minor's name or photograph without lawful right.
- Promote any content, account or external link that contains or leads to any of the above.
A breach of any of the above is a material violation that results in immediate account termination without prior notice, in addition to legal action.
2. Age requirements and access
- The minimum age to use the app is thirteen years. Any registration with a date of birth below that is rejected — this is enforced technically in the sign-up system, not merely stated.
- Where a user is below the legal age of majority, their use of the app is treated as being with the consent of their parent or legal guardian, who is responsible for supervising that use.
- The platform may request proof of age or identity where it suspects a user is under the permitted age, and may suspend the account until that is provided.
- Any account shown to belong to a person under the permitted age is closed, and its data handled per the Privacy Policy and applicable law.
- Providing false age information is prohibited and is itself sufficient grounds for account termination.
3. In-app reporting
Būlum provides a built-in reporting mechanism available to every user, with no step required outside the app. A user can report:
- A user account — from the profile screen.
- A post or clip — from the post's options menu.
- A message inside a chat — from the message options.
- A comment — from the comment options.
The available report reasons include inappropriate content, nudity, violence, harassment, hate speech, fake profile, scam, and a free-text "other" field to describe the case. Any of these can be used to report content or behaviour affecting a child's safety.
A user can also block any account immediately, which severs contact between the two parties at once and without notifying the other party.
For urgent reports, or to report from outside the app, a direct email channel is given in section 6 below.
4. How reports are handled
Reports concerning child safety are treated as the highest priority and are reviewed ahead of all others. On receiving such a report the platform:
- Reviews it urgently through a dedicated team.
- Hides or removes the reported content as soon as a violation appears likely, without waiting for the review to conclude.
- Suspends or permanently terminates the offending account and blocks associated re-registration attempts.
- Preserves the records and evidence related to the incident to the extent needed for investigation and for the requirements of the competent authorities, as permitted by law.
- Cancels any live bookings or interactions tied to the offending account where that is needed to protect the other party.
- Reports to the competent authorities as required by law, and cooperates fully with their lawful requests.
A report is not a precondition for action: the platform may act on its own initiative whenever it holds indications of a violation affecting a child's safety.
5. Legal compliance and cooperation with authorities
- The platform complies with the applicable laws of the Kingdom of Saudi Arabia on child protection, cybercrime and anti-trafficking in persons.
- The platform reports child sexual abuse material to the competent authorities, and cooperates with security, judicial and regulatory bodies to the extent permitted by law.
- The platform responds to lawful requests from the competent authorities, including requests to preserve or produce data, through its established procedures.
- Neither confidentiality undertakings nor the Privacy Policy prevent such reporting or cooperation in these cases.
- These standards are reviewed periodically and on any relevant legal or operational change.

Please include what identifies the incident: the account name or identifier, the link to or a description of the content, the time of the incident, and any supporting detail. These messages are handled as a matter of urgency.
Closing
Child safety is a line that is never negotiable and never open to interpretation. Using the app constitutes acknowledgement of these standards, a commitment to abide by them, and acceptance of the account termination and legal consequences that follow a breach.
