Būlum Code of Conduct

Article 1: General values reference
1. In its overall vision, internal culture, and the framework of conduct expected within its platform, the Būlum app draws on a firm system of values and ethics — inspired by lofty humane and Islamic principles as a guiding ethical reference that helps build an environment founded on respect, responsibility, trust, benefit, and good dealing.
2. Among these is the saying of God the Almighty:
“He utters not a word except that there is with him an observer, ever-present.”
Qur’an — Sūrat Qāf: 18 (translation of the meaning)
This is a general ethical reminder that speech and conduct carry consequence and responsibility, reinforcing a commitment to good manners, measured discourse, individual accountability, and respect for others in all interactions within the platform.
3. This Code is also guided by the saying of the Messenger of God (peace be upon him):
“The best of people are those most beneficial to people.”
This is a general call to offer benefit, to do good, and to build relationships on the basis of genuine value, lawful benefit, and mutual respect.
4. Būlum affirms that this values reference is not used to bind the user beyond the adopted regulations and policies, and is not to be interpreted as a religious ruling (fatwa) issued by a competent authority. Rather, it is used to entrench a culture of respect, integrity, responsibility, safety, and benefit within the platform.
5. This Code shall not be interpreted in a way that contradicts the laws, regulations, and instructions in force in the Kingdom of Saudi Arabia, nor in a way that disables or diminishes the Terms of Use, the Privacy Policy, the Financial & Regulatory Policy, the Service Provider Agreement, or any operational policy or instructions adopted by the platform.
6. In the event of any apparent conflict between this Code and any applicable law or any contractual or regulatory document adopted within the platform, priority goes first to the laws in force in the Kingdom of Saudi Arabia, then to the legal and contractual documents adopted by the platform according to their subject matter. This Code is interpreted as a complementary, values-based reference that does not exceed its guiding and organizational limits.
7. A breach of the conduct set out in this Code does not, in itself, create a separate financial obligation; however, it may serve as an indicator or a regulatory basis for applying the measures set out in the Terms of Use, the Service Provider Agreement, the Financial & Regulatory Policy, or any relevant adopted policy.
Article 2: Introduction and purpose of the Code
- Būlum believes that the success of any technology platform rests not only on the quality of its systems, the strength of its technical infrastructure, or the ease of booking and payment, but also on the values that govern the conduct of users and service providers and the way they interact within a single digital environment.
- This Code was established to be:
- A general values and behavioral reference.
- A guiding ethical framework within the platform.
- A tool for cultural and behavioral organization.
- A supporting standard for understanding acceptable and unacceptable conduct.
- A means of strengthening trust between users, service providers, and the platform.
- A supporting reference for the platform when assessing conduct that is in breach, abusive, or high-risk.
- This Code is not a substitute for:
- The Terms of Use.
- The Privacy Policy.
- The Financial & Regulatory Policy.
- The Service Provider Agreement.
- Any operational, financial, or technical policy or instructions adopted by the platform.
- Every user, service provider, or party dealing with the platform acknowledges that this Code is used as a values-based, interpretive reference for acceptable and unacceptable usage behavior, and that any action taken by the platform against conduct in breach is based on the Terms of Use, the adopted policies, and the applicable laws.
- No user may use this Code to justify a breach of the laws, policies, or Terms, and the values set out in it may not be interpreted in a way that disables the rights of the platform, the rights of users, or the obligations of service providers.
- This Code aims to entrench a safe and respectful digital environment that gives time, expertise, and human presence a legitimate value, without abuse, exploitation, circumvention, or overreach.
Article 3: Defining the nature of the Būlum platform
- Būlum is an electronic technology platform that operates as an organized marketplace for services, communication, and bookings, enabling users and service providers to offer time, expertise, presence, content, and services within an organized framework.
- The platform's concept is based on the premise that a person's time, expertise, presence, knowledge, and experiences may be of value to others when offered in a lawful, organized, clear, and safe manner.
- The platform is not an absolute supervisor of users' intentions or the quality of every interaction, and it is not a direct party to the personal, professional, or service relationship between the service seeker and the service provider. Rather, it provides a technical and organizational environment for booking, payment, communication, reports, and dispute management in accordance with the adopted policies.
- This Code shall not be interpreted as a guarantee by the platform of service quality, interaction outcome, or level of satisfaction. Each service provider remains responsible for their service, content, and conduct, and each service seeker remains responsible for their decision, choice, and dealing.
- The platform undertakes, in accordance with its operational capabilities and adopted policies, to intervene when there is a report, violation, danger, or legitimate suspicion, in order to protect the platform's general environment, its users, and its operational, financial, and regulatory rights.
- The user acknowledges that Būlum is not a random space for communication, but an organized platform with financial, operational, and behavioral controls, and that all its features must be used in a way that serves their legitimate purpose.
Article 4: Scope of the Code
- This Code applies to:
- All users of the Būlum app.
- All service providers.
- All service seekers.
- Visitors when they use any part of the platform.
- Any party that interacts within the platform, through it, or by reason of its services.
- Any communication, content, service, booking, or dealing carried out via the platform's tools.
- The scope of the Code includes, without limitation:
- Personal profiles.
- Published content.
- Messages and interactions.
- Bookings.
- Voice calls.
- Video calls.
- Direct text chats.
- Full-day in-person meetings.
- Travel trips.
- Interactive services.
- Audio clips.
- Video clips.
- Handwritten cards.
- Reports and complaints.
- Ratings and reviews.
- Advertisements and commercial offers where available.
- Any use of the platform's current or future tools or features.
- The effect of this Code extends to any conduct occurring outside the app whenever it is connected to a service, booking, relationship, or communication that arose through Būlum, to the extent necessary to protect the platform and its users and to prevent circumvention, abuse, or the exploitation of relationships arising from the platform.
- No user may invoke this Code to justify a breach of the adopted laws, policies, or Terms.
- Commitment to the spirit of this Code is part of the platform's culture, without exempting any party from full compliance with the laws in force in the Kingdom of Saudi Arabia, the Terms of Use, the Privacy Policy, the Financial & Regulatory Policy, the Service Provider Agreement, and any other documents adopted by the platform.
Article 5: Governing principles of the platform
The Būlum platform is founded on the following principles:
- Value before visibility
The platform aims to enable those with knowledge, expertise, experience, presence, talent, or particular value to offer what they have in an organized and lawful manner. - Time is a precious resource
Within the platform, time is regarded as a resource of value that must be respected by all parties — in booking, attendance, starting, delivery, cancellation, or dispute. - The human being is at the center of the service
Every interaction within the platform must respect a person's dignity, privacy, safety, and personal boundaries. - Individual responsibility
Every user is responsible for their decisions, words, content, appointments, services, dealings, reports, and ratings. - Safety before profit
No service, interaction, or content that endangers oneself or others is accepted — even if profitable, in demand, or bookable. - Trust is the basis of dealing
Every use of the platform must rest on honesty, clarity, integrity, and the absence of exploitation. - Compliance with the law
Every use of the platform must comply with the laws and regulations in force in the Kingdom of Saudi Arabia, and any applicable local regulations whenever the service, trip, or meeting takes place in another jurisdiction. - Lawful benefit
The platform exists to facilitate mutual benefit — not exploitation, circumvention, extortion, abuse, or overriding of controls. - Privacy is a trust
Any data, information, conversations, images, or details a user obtains by reason of the platform must be used only for the legitimate purpose connected to the service. - The platform is not a route for circumvention
Būlum may not be used to reach users and then move the dealing, payment, booking, or communication outside it in breach of the adopted policies.
Article 6: The value of mutual respect
- All users and service providers undertake to deal with others within the platform courteously and respectfully.
- Any conduct that includes or implies the following is prohibited:
- Verbal abuse.
- Insults or swearing.
- Threats.
- Contempt.
- Hurtful mockery.
- Bullying.
- Deliberate provocation.
- Personal insult.
- Belittling others.
- Using offensive, hostile, or degrading language.
- Offensive exposure or insinuation.
- Harming the reputation of any user, service provider, or the platform without legitimate justification.
- Respect includes:
- Differences of opinion.
- Differences in social background.
- Differences in experience and level.
- Differences in cultures and dialects.
- Differences in the nature of lawful services and experiences.
- Differences in customary ways of expression, as long as they do not breach the laws, decorum, or policies.
- No dispute, conflict, delay, or misunderstanding justifies stepping beyond the bounds of respect.
- The platform may not be used to settle personal scores, defame, incite, or abuse any individual or entity.
- Upon detecting or receiving a report of abuse or disrespectful conduct, the platform has the right to take appropriate action in accordance with the Terms of Use and the adopted policies.
Article 7: The value of integrity and honesty
- Every user and service provider undertakes to provide correct, accurate, and non-misleading information when using the platform.
- Any party is prohibited from doing any of the following:
- Making false claims.
- Impersonating an identity.
- Impersonating a professional, social, or official capacity.
- Misleadingly exaggerating expertise.
- Making untrue promises.
- Manipulating the service description.
- Concealing material information affecting the other party's decision.
- Using images, names, qualifications, certificates, or titles that do not belong to them or that they have no right to use.
- Claiming guaranteed results, gains, or benefits without a valid basis.
- Providing dishonest ratings, reports, or reviews.
- Punctuality, respecting the booking, clarity in description, and honesty in ratings are part of behavioral integrity within the platform.
- The service provider must be honest in presenting their capabilities, expertise, and the limits of the service they provide, and must avoid any wording that misleads the service seeker into an uncertain result or an unguaranteed benefit.
- The service seeker must be honest in their request, reports, and ratings, and must not use the platform's tools to pressure, defame, or obtain an undeserved benefit.
- Any information a user or service provider provides within the platform is at their personal responsibility, and the platform has the right to take appropriate action when misinformation, fraud, or misuse is suspected.
Article 8: The value of personal responsibility
- Every user bears full personal responsibility for:
- Their decisions.
- Their choices.
- Their communication.
- Their content.
- Their appointments.
- Their ratings.
- Their reports.
- Any act they carry out within the platform or through it.
- Every service provider bears full personal responsibility for:
- The accuracy of their data.
- The lawfulness of their service.
- The quality of the service they provide.
- Their adherence to the set time.
- Their conduct while delivering the service.
- Any direct effect resulting from their service, content, or communication.
- Any obligation, promise, or description they give to the service seeker.
- Preserving the service seeker's privacy.
- Refraining from dealing outside the platform.
- Cooperating with the platform's management when there is a report, dispute, or review.
- Every service seeker bears personal responsibility for:
- Choosing the service provider.
- Reading the service description.
- Understanding the price, duration, and nature of the booking.
- Adhering to proper conduct.
- Using reports and ratings in good faith.
- Not requesting unlawful or improper services.
- Not pressuring the service provider to bypass the policies.
- The platform does not replace any user's personal awareness, self-judgment, or appropriate verification before deciding to book, provide a service, or share information.
- The platform may not be held responsible for users' choices, their personal judgments, or the quality of the services provided by service providers, except within the limits set by the applicable laws and adopted policies.
Article 9: The value of safety first
- Physical, psychological, moral, and digital safety take precedence over any other interest within the Būlum platform.
- Any conduct that may lead to the following is prohibited:
- Endangering oneself.
- Endangering others.
- Physical, psychological, or moral harm.
- Exploiting weakness, need, or ignorance.
- Pressuring the other party to do what they do not wish to.
- Crossing acceptable boundaries in communication, meetings, or travel.
- Harming users' privacy or data.
- Using the platform for fraudulent, dangerous, or unlawful purposes.
- All parties must observe awareness and caution, especially in services involving an in-person meeting, a travel trip, extended communication, or the sharing of additional data.
- Users and service providers are encouraged to report any suspicious, harmful, non-compliant, or unsafe behavior.
- The platform reserves the right to take appropriate regulatory or precautionary measures when there are indicators of danger, harm, or abuse — even before the final verification of all facts is complete — whenever the measure is necessary to protect users, the platform, or regulatory compliance.
- No user may exploit the safety principle to file malicious reports, disrupt others' services, or harm service providers or service seekers without legitimate cause.
Article 10: Privacy and trust
- Privacy is one of the core values within the Būlum platform.
- Any user or service provider is prohibited from:
- Violating others' privacy.
- Photographing, recording, or publishing any interaction without legal authority or explicit consent where required.
- Sharing another's data, images, conversations, or private information without right.
- Exploiting users' data for any purpose outside the scope of the service.
- Collecting personal information by unlawful means.
- Pressuring the other party to share private data not required for the service.
- Retaining the other party's data after the legitimate purpose has ended.
- Using the other party's data for external contact, marketing, harassment, pressure, or extortion.
- Publishing or reusing conversations, clips, images, or private content without right.
- All parties undertake to use the data and information they obtain through the platform only for legitimate purposes connected to the service.
- The trust arising from a booking or communication within the platform may not be used to lure the other party into external dealings or to request unauthorized data, money, or services.
- The processing of personal data is subject to the platform's Privacy Policy and the relevant regulations in the Kingdom of Saudi Arabia.
- Any violation relating to privacy, data, or the confidentiality of communication may lead to regulatory, financial, or legal measures in accordance with the Terms of Use, the Privacy Policy, the Service Provider Agreement, and the adopted policies.
Article 11: Commitment to values and general regulations
- All platform users and service providers undertake to comply with the laws, regulations, and instructions in force in the Kingdom of Saudi Arabia.
- Every use of the platform must comply with:
- The applicable laws.
- Public decorum.
- Public taste.
- Societal values.
- The Terms of Use.
- The Privacy Policy.
- The Financial & Regulatory Policy.
- The Service Provider Agreement where applicable.
- Any operational instructions or policies adopted by the platform.
- The platform may not be used for any activity that is:
- In breach of the laws.
- In breach of public decorum.
- In breach of public taste.
- In breach of societal values.
- Affecting safety, dignity, or privacy.
- Involving exploitation, fraud, or circumvention.
- Involving abuse, extortion, threats, or defamation.
- Involving collecting data or exploiting information without right.
- Aimed at harming the platform, its users, its service providers, or its partners.
- No service that is legally prohibited, in breach of the platform's policies, or unsuitable to its nature may be offered, requested, or marketed.
- Regulatory compliance is an integral part of acceptable conduct within the platform.
- The platform reserves the right to refuse, remove, or restrict any content, service, account, or interaction whenever it deems it in breach of the laws, policies, or the platform's general values.
- No user may claim that the platform's temporary acceptance of content, a service, or an account means final or permanent approval of its lawfulness or suitability.
Article 12: Content rules within the platform
- Users and service providers undertake that the content published, sent, or displayed within the platform is lawful, decent, non-misleading, and not in breach of the laws or adopted policies.
- Content includes, without limitation:
- Texts.
- Images.
- Audio clips.
- Video clips.
- Service descriptions.
- Service names.
- Service images.
- Posts.
- Messages.
- Ratings.
- Reports.
- Interactive outputs.
- Any material, statement, or interaction a user creates within the platform.
- Publishing, sending, or displaying any content that includes the following is prohibited:
- Abuse, insults, slander, or defamation.
- Threats, extortion, or incitement.
- Offensive or indecent content.
- Fraudulent or misleading content.
- Content impersonating another's identity or capacity.
- Others' personal information without right.
- Content promoting prohibited services or activities.
- Content harming the reputation of the platform, its users, or its service providers without legitimate justification.
- Content infringing intellectual property, trademarks, or others' private rights.
- External links or means of communication intended to bypass the platform.
- Payment links, bank accounts, or external collection methods.
- Content inciting a breach of the policies or the circumvention of the platform.
- Content containing sensitive or excessive data not required for the service.
- Any content the platform deems unsuitable to its nature or a danger to users or the platform.
- The service provider undertakes that their service description is clear, honest, and not exaggerated, and clarifies the limits of the service and what the price, duration, and method of delivery include whenever necessary.
- The service seeker undertakes not to request content, output, or a service that includes abuse, a violation, or an infringement of others' privacy or rights.
- The platform is not responsible for content created by users or service providers, except within the limits set by the applicable laws and adopted policies.
- The platform may delete, restrict, review, or hide any content that is in breach or suspected of breach, without this being deemed an admission of liability or an affirmation of the validity of any claim.
- The user is not entitled to demand compensation from the platform for deleting, restricting, or hiding content that is in breach, subject to legitimate suspicion, or unsuitable to the nature of the platform.
Article 13: Communication rules within the platform
- Communication within Būlum must be connected to the legitimate purpose of the service, booking, or interaction.
- All parties must use the platform's communication tools respectfully and clearly, in a way that serves the legitimate purpose of the service without abuse, pressure, or exploitation.
- Using the platform's communication tools for the following is prohibited:
- Harassment.
- Unacceptable insistence.
- Sexual harassment.
- Luring.
- Fraud.
- Requesting money outside the adopted payment mechanism.
- Exchanging external means of communication to bypass the platform.
- Moving the dealing, booking, or payment outside the platform.
- Pressuring the other party to accept a service, communication, or meeting they do not want.
- Requesting data not required for the service.
- Sending content that is in breach or indecent.
- Threats, extortion, or defamation.
- Influencing the other party to withdraw a report, change a rating, or waive a legitimate right.
- Passing external links, payment accounts, or unauthorized collection methods.
- The service provider and service seeker undertake not to use communication within the platform in breach of the Terms of Use, the Financial & Regulatory Policy, the Privacy Policy, or the Service Provider Agreement where applicable.
- No party may treat the availability of communication within the platform as authorization to communicate outside it or to create an independent relationship that bypasses Būlum's policies.
- Any misuse of the communication tools may lead to regulatory measures including restriction, suspension, termination, or the withholding of entitlements where applicable, depending on the gravity of the violation, the platform's assessment, and the adopted policies.
Article 14: Booking and appointment rules
- Every party undertakes to respect the time set for the booking or service.
- Respecting time is part of the platform's core values, given that the platform is built on organizing time and turning it into an accessible, legitimate value.
- The service provider undertakes to:
- Clarify the type of service.
- Adhere to the appointment.
- Not stall or obstruct.
- Not provide a misleading description.
- Not exploit the booking for purposes outside the service.
- Start the service according to the mechanism adopted in the platform.
- Adhere to the duration set for the service.
- Deal respectfully throughout the service.
- Not add an appointment unless able and committed to delivering it.
- Not request any additional amount outside the app.
- Not change the essence of the service after booking, except in accordance with the adopted policies.
- Cooperate with the platform when there is a report, dispute, or review.
- The service seeker undertakes to:
- Respect the service provider's time.
- Read the service description before booking.
- Not misuse the booking.
- Not fabricate malicious reports.
- Not pressure the service provider to provide anything not agreed upon.
- Not request unlawful, improper, or out-of-scope services.
- Maintain proper conduct during the service.
- Use the report and dispute mechanisms in good faith.
- No party may use the booking as a means of abuse, embarrassment, defamation, luring, or circumvention.
- Lateness, no-show, or misuse of the booking is conduct that breaches the value of respecting time and may result in an operational or financial measure in accordance with the adopted policies.
- No technical glitch or difference in the booking, cancellation, or dispute mechanism may be used as a pretext for circumvention or evading obligations.
Article 15: Rules for in-person meetings and travel trips
- Full-day in-person meetings and travel trips are subject to higher standards of responsibility, safety, clarity, and commitment, given their direct and extended nature.
- All parties in these services undertake to:
- Respect the laws and public decorum.
- Respect personal boundaries.
- Adhere to the declared purpose of the service.
- Not change the nature of the service without clear consent and in accordance with the platform's policies.
- Not exploit the meeting or trip for unlawful purposes.
- Not subject the other party to any pressure, danger, or embarrassment.
- Comply with instructions issued by the competent authorities where applicable.
- Not request or pay any amounts outside the platform.
- Not use the meeting or trip to pass external dealings.
- Maintain privacy and confidentiality.
- Report any suspicious or unsafe behavior.
- Adhere to what was offered and accepted within the app.
- In in-person meetings and travel trips, the service provider must be clear about the service description, its limits, its scope, and what the price does and does not include.
- The service seeker must read the details of the meeting or trip before booking or paying, and bears responsibility for their decision and choice.
- Each party bears personal responsibility for their decisions and actions during the meeting or trip, and the platform remains a technical and organizational intermediary in accordance with the Terms of Use and the adopted policies.
- The platform is not responsible for side agreements, private arrangements, expenses, transport, or actions that take place outside the scope of the app's mechanism and adopted policies.
- The platform has the right to take precautionary or regulatory measures when there is a report or serious indicator of misuse of the meeting or trip services.
- Any violation in an in-person meeting or travel trip may be deemed a high-risk violation, and the platform has the right to handle it with stricter measures when needed — including restriction, suspension, termination, withholding entitlements, or referral of the incident to the competent authorities.
Article 16: Rules for interactive services
- Interactive services include, by way of example and not limitation:
- Audio clips.
- Video clips.
- Handwritten cards.
- Any short or custom service or interactive output provided through the platform.
- The service provider undertakes that the interactive service is:
- Lawful.
- Clear.
- Matching the description.
- Not abusive.
- Not misleading.
- Not infringing others' rights.
- Not containing any prohibited or non-compliant content.
- Delivered within the adopted duration or mechanism.
- Suitable to the nature of the requested service.
- Free of any data, images, or expressions they have no right to use.
- The service seeker undertakes not to request any interactive service that includes:
- Abuse.
- A legal violation.
- An infringement of others' privacy.
- An infringement of intellectual property rights.
- Indecent content.
- Incitement, threats, or extortion.
- Use of a third party's name, image, or data without right.
- Any request that does not comply with the adopted values and policies.
- The service provider may not use the interactive output, its content, or the service seeker's data for marketing or external publishing except in accordance with the Privacy Policy and the Terms of Use, and with valid consent where required.
- The platform has the right to refuse, delete, or restrict any interactive service that is in breach or suspected of breach.
- Interactive services are subject to reports, disputes, and review in accordance with the Terms of Use, the Financial & Regulatory Policy, and the Service Provider Agreement where applicable.
Article 17: Unacceptable behaviors
The following are considered, by way of example and not limitation, behaviors that breach the spirit of the Būlum platform and the adopted policies:
- Verbal or behavioral abuse.
- Insults, swearing, slander, or defamation.
- Threats, extortion, or intimidation.
- Harassment, nuisance, or unacceptable insistence.
- Fraud, circumvention, or exploitation.
- Impersonating an identity or capacity.
- Providing incorrect data, information, or qualifications.
- Misleading users about the nature, value, or results of the service.
- Exploiting the platform for unlawful purposes.
- Deliberately harming the reputation of the platform, its users, or its service providers without legitimate justification.
- Circumventing the platform's policies or systems.
- Attempting to move the booking, payment, or communication outside the platform to bypass policies, fees, or operational safeguards.
- Misusing reports or filing malicious reports.
- Misusing ratings or reviews.
- Using the platform to collect users' data or information without right.
- Publishing or sending content that is in breach, misleading, offensive, or unlawful.
- Pressuring any party to provide a service, communication, or meeting beyond what was agreed.
- Exploiting minors, vulnerable groups, or the inexperienced.
- Requesting or sharing external means of communication to bypass the platform.
- Requesting, paying, or receiving amounts outside the adopted payment mechanism.
- Manipulating appointments, prices, ratings, or reports.
- Attempting to disrupt the service or spoil another user's experience.
- Exploiting the trust arising from a booking or communication for unlawful personal, financial, or social ends.
- Any conduct the platform reasonably deems harmful to the safety of the digital environment, trust, or public order within the platform.
Article 18: Service provider responsibility
- The service provider undertakes that their presence on the platform is built on genuine value, expertise, skill, content, presence, or lawful benefit they can offer to others.
- The service provider undertakes to:
- Be honest in presenting the service.
- Adhere to appointments.
- Be clear in pricing and description.
- Respect service seekers.
- Not exploit users' needs.
- Not make unguaranteed promises.
- Not claim untrue abilities or results.
- Comply with the adopted laws and policies.
- Bear responsibility for the quality of the service they provide.
- Handle reports and disputes in good faith.
- Preserve service seekers' privacy.
- Not request any communication or payment outside the platform.
- Deliver the service in accordance with the adopted description, duration, and price.
- Not use the platform to lure clients outside it.
- Cooperate with the platform in verification, review, or reports.
- Not misuse their name, capacity, fame, or influence to pressure users.
- The service provider acknowledges that the platform is not responsible for the quality of their service, content, or commitment, except within the limits set by the applicable laws and adopted policies.
- Any breach by the service provider of the values of integrity, safety, privacy, respect for time, or prevention of circumvention may lead to regulatory or financial measures in accordance with the Terms of Use, the Service Provider Agreement, the Financial & Regulatory Policy, and the adopted policies.
- The service provider remains responsible for their conduct, content, and services even if the service was carried out outside the app's direct interface, whenever it arose from or is connected to a booking or relationship that began through Būlum.
Article 19: Service seeker responsibility
- The service seeker undertakes to use the platform in good faith and in a way consistent with the legitimate purpose of the service.
- The service seeker undertakes to:
- Choose the service carefully.
- Read the service description before booking.
- Understand the price, duration, and terms of the service.
- Respect the service provider's time.
- Maintain proper conduct during communication.
- Not request unlawful or improper services.
- Not exploit or pressure the service provider.
- Not file malicious reports or misleading ratings.
- Not attempt to bypass the adopted booking or payment mechanisms.
- Not request data or communication outside the scope of the service.
- Not record, publish, or reuse the service provider's content without right.
- Not attempt to obtain an additional, unagreed service without payment or an adopted mechanism.
- Use reports and disputes in good faith, within the adopted periods and controls.
- The service seeker acknowledges that their choice of a service provider or booking with them is based on their own personal decision, and that the platform does not guarantee the service outcome or level of personal satisfaction except within the limits set out in the adopted policies.
- The service seeker may not use a rating, report, or dispute as a means of pressure, threat, extortion, or bargaining to obtain an undeserved benefit.
- Any breach by the service seeker of the values of respect, integrity, privacy, safety, or the prevention of circumvention may lead to regulatory measures in accordance with the Terms of Use and the adopted policies.
Article 20: Handling reports and feedback
- The platform provides mechanisms to report conduct that is in breach, abusive, suspicious, or unsafe.
- Users undertake to use reports in good faith, honestly, and without malice, exaggeration, or misleading.
- A report must be as clear and specific as possible, and must include the information or evidence available to the user without forgery or distortion.
- The platform has the right to review reports in accordance with its operational and technical capabilities, and to take what it deems appropriate based on the nature and gravity of the report, the available evidence, the electronic records, and the adopted policies.
- Filing a report is not a guarantee of its acceptance or of a particular action being taken on it.
- The failure to take immediate action is neither an affirmation nor a denial of the validity of the reported conduct.
- The platform is not obliged to disclose to the user the full details of the internal review, investigation mechanisms, or risk-assessment criteria if that would harm privacy or security, reveal anti-fraud mechanisms, or harm the rights of another party.
- The platform reserves the right to take action against malicious, repeated, or abusive reports or those used to harm others.
- The platform may use reports and feedback to improve safety, develop policies, and control the quality of the operational environment within Būlum.
- No party may pressure the other party to withdraw a report, change a rating, or refrain from exercising a legitimate right within the platform.
Article 21: Mechanism for handling violations
- Būlum's management retains reasonable discretion to assess conduct that is in breach or suspected of breach, in accordance with the Terms of Use, the adopted policies, and the applicable laws.
- A regulatory or precautionary measure does not require the violation to be established by a court judgment, whenever the platform has reasonable indicators, reports, or operational evidence warranting intervention to protect users, the platform, rights, or compliance.
- Regulatory measures may include, depending on the nature, gravity, recurrence, and effects of the violation, the following:
- Notice.
- Warning.
- Requesting modification of the content or service.
- Deleting the offending content.
- Hiding the content or restricting its visibility.
- Restricting certain features.
- Temporarily suspending the service or account.
- Blocking a particular service.
- Lowering the service provider's visibility or ranking.
- Removing the verification badge where present.
- Revoking the service provider's eligibility.
- Terminating the account.
- Preventing re-registration.
- Cancelling or suspending certain bookings.
- Suspending or withholding certain financial entitlements in accordance with the Financial & Regulatory Policy where applicable.
- Referring the incident to the competent authorities where appropriate.
- Taking any other operational or regulatory measure the platform deems appropriate.
- No measure taken by the platform is considered:
- A legal conviction.
- A judicial penalty.
- A final ruling on the facts.
- An admission of the platform's liability.
- A waiver of any other right of the platform or its users.
- Rather, these are internal regulatory, precautionary, or operational measures to protect the platform and its users and to comply with the policies and laws.
- The platform may take into account the gravity of the violation, the user's record, the recurrence of the conduct, the degree of harm, the nature of the service, safety risks, the extent of cooperation, the existence of prior reports, and the impact of the conduct on trust within the platform when determining the appropriate measure.
- The platform is not obliged to escalate measures gradually, and has the right to take the strictest measure directly whenever it deems that the nature, danger, or effect of the violation justifies it.
- The user is not entitled to demand compensation for any regulatory or precautionary measure the platform takes based on a violation, reasonable suspicion, a serious report, or necessary protection of the platform or users.
Article 22: No exploitation of the platform or circumvention of its systems
- Any user or service provider is prohibited from using the platform in a way that leads to circumventing its systems, fees, policies, or operational safeguards.
- This includes, without limitation:
- Moving the booking outside the platform.
- Requesting payment outside the platform.
- Receiving cash amounts or bank transfers outside the adopted payment mechanism.
- Exchanging external means of communication to bypass the platform.
- Agreeing on a service that began within the platform then delivering it outside to evade the policies or fees.
- Using the platform as a means of luring and then completing the dealing outside it.
- Manipulating appointments, prices, ratings, or reports.
- Using messages, meetings, trips, or interactive services to pass external data, payment links, or bank accounts.
- Re-booking a service seeker or service provider outside the platform if the relationship arose through Būlum.
- Exploiting any technical glitch, operational delay, or system loophole to obtain an undeserved benefit.
- This conduct breaches the values of integrity, trust, and proper use, and is a material breach of the Terms of Use, the Financial & Regulatory Policy, and the Service Provider Agreement where applicable.
- Upon suspicion of circumvention or dealing outside the platform, the platform has the right to take precautionary, financial, or operational measures — including suspending the account, withholding entitlements, cancelling bookings, terminating the service-provider status, or claiming compensation.
- No user may claim that the communication, relationship, or service has moved outside the scope of Būlum if it arose, began, or reached the other party by reason of the platform.
Article 23: Non-discrimination and non-abuse
- The Būlum platform rejects any conduct that includes abuse, contempt, or unlawful targeting of any person or group.
- The platform may not be used to abuse others based on any personal, social, professional, cultural, regional, or other consideration protected by law or contrary to due respect.
- Forms of rejected conduct include, without limitation:
- Mocking origin, region, or dialect.
- Insulting appearance, social status, or educational or professional level.
- Using racist, degrading, or contemptuous expressions.
- Inciting hatred or exclusion.
- Bullying or repeated targeting.
- Offensive or improper insinuations.
- Using ratings or reports for personal or social harm.
- This does not prevent expressing an opinion, rating, or legitimate criticism, as long as it is measured, honest, non-abusive, and not in breach of the laws or policies.
- The platform has the right to remove or restrict any content, rating, or communication that includes abuse, discrimination, contempt, or a violation of others' dignity.
Article 24: Intellectual property and respect for rights
- All users and service providers undertake to respect the intellectual property rights, trademarks, copyrights, and personal rights of others.
- Publishing, using, selling, or offering any content or service that infringes the rights of others is prohibited.
- Every user and service provider acknowledges that they are responsible for owning, or having the right to use, any content, image, name, mark, or material they upload, display, or provide through the platform.
- The rights to be respected include, without limitation:
- Copyrights.
- Trademarks.
- Personal names and images.
- Designs.
- Audio or video clips.
- Texts and written materials.
- Trade or professional secrets.
- Any content or right protected by law.
- The name Būlum, its logo, identity, interfaces, or any of its materials may not be used in a way that suggests official representation, endorsement, or partnership without the platform's explicit consent.
- The platform has the right to remove or restrict any content suspected of infringing intellectual property or the private rights of others, without this being an admission by it of the validity of any claim or an assumption of liability for the content.
- The user or service provider bears full responsibility for any claim, harm, or dispute arising from content, a service, or material they have no right to use.
Article 25: Minors and less-capable groups
- The platform takes into account that some users may be from age groups with less experience or awareness, as permitted by the platform's policies and the relevant regulations.
- Use of the Būlum platform is not permitted for anyone under thirteen (13) calendar years of age, and use by those aged thirteen and above is subject to the controls adopted in the Terms of Use and the Privacy Policy.
- Exploiting minors or the less experienced, or influencing, directing, or luring them, or requesting inappropriate information, services, or communication from them, is prohibited.
- Every user and service provider undertakes to deal with younger or less-experienced groups responsibly, carefully, and respectfully.
- Any user or service provider is prohibited from:
- Requesting private or sensitive data from a minor without legitimate justification.
- Luring a minor into communication outside the platform.
- Providing or requesting a service unsuitable to the age group.
- Pressuring a minor to make a financial, communicative, or personal decision.
- Exploiting a lack of experience, trust, or need.
- Publishing or circulating any content that affects a minor's privacy or safety.
- The platform may take stricter measures upon any suspicion of exploitation, abuse, or danger relating to minors, vulnerable groups, or those with lesser capacity.
- The platform has the right to restrict certain features, services, bookings, or communication for certain age groups or accounts whenever it deems this necessary to protect users or comply with the regulations.
Article 26: Relationship with the other legal documents
- This Code is a values-based and interpretive complement — not a substitute — to the following documents:
- The Terms of Use.
- The Privacy Policy.
- The Financial & Regulatory Policy.
- The Service Provider Agreement.
- Any policies, annexes, or operational instructions adopted by the platform.
- In the event of a conflict between this Code and any adopted legal or contractual document, priority is as follows:
- The laws and regulations in force in the Kingdom of Saudi Arabia.
- The Terms of Use.
- The Privacy Policy on data and privacy matters.
- The Financial & Regulatory Policy on matters of fees, payments, entitlements, refunds, and settlements.
- The Service Provider Agreement whenever the party is a service provider.
- The adopted operational instructions and policies.
- This Code as a values-based, behavioral, and interpretive reference.
- This Code may not be interpreted in a way that disables, restricts, or modifies any right or obligation set out in the adopted legal or contractual documents.
- This Code is used to interpret acceptable and unacceptable conduct within the platform, while financial, operational, or legal measures rest on the relevant documents, policies, and laws.
- No provision in this Code is a waiver by the platform of its rights established in the Terms of Use, the Financial & Regulatory Policy, the Service Provider Agreement, or the Privacy Policy.
Article 27: Limits of the platform's liability
- The Būlum platform strives to build an organized digital environment founded on trust, respect, and safety, but this does not mean guaranteeing the conduct of all users or service providers at all times.
- The platform is not responsible for the personal actions, content, promises, or quality of services provided by users or service providers, except within the limits set by the applicable laws and adopted policies.
- This Code shall not be interpreted as an undertaking by the platform of comprehensive prior monitoring of all content, services, conversations, or interactions.
- The platform does not guarantee:
- The quality of the service provided by the service provider.
- The outcome of interaction between users.
- The service seeker's satisfaction with the service.
- The truth of every claim made by a user or service provider.
- That all interactions are free of violations.
- The safety of every act carried out outside the platform or outside its adopted mechanisms.
- The platform reserves the right to intervene at the regulatory level upon knowledge, suspicion, receipt of a report, or the appearance of an indicator of a violation, in accordance with its technical and operational capabilities and the adopted policies.
- The platform's intervention to delete content, restrict an account, review a report, or take a precautionary measure is not an admission by it of legal liability for the origin of the incident or the quality of the service.
- The user uses the platform aware that interacting with others requires personal awareness and responsibility, and that Būlum provides an organized technical environment and does not eliminate each party's responsibility for their conduct and decisions.
Article 28: Updates and development
- The Būlum app has the right to update, amend, or redraft this Code when needed, in a manner consistent with the development of the platform and its services and with regulatory and operational requirements.
- This Code may be updated for reasons including, without limitation:
- Adding new services.
- Modifying booking or communication mechanisms.
- Developing safety controls.
- Updating the Terms of Use or other policies.
- The emergence of new usage patterns or violations.
- Requirements of the competent authorities.
- Improving the behavioral environment within the platform.
- Clarifying or reorganizing existing provisions.
- Any update is published in the manner the platform deems appropriate, and continued use of the platform after the update is published is deemed acceptance of the updated Code within its values-based and organizational limits.
- No update has a retroactive effect or an independent legal obligation in itself, unless the adopted legal documents, policies, or applicable laws provide otherwise.
- The user is not entitled to object to an update of this Code whenever the update aims to strengthen safety, integrity, privacy, compliance, or the protection of the platform and users.
Article 29: Būlum's value message
Būlum is not merely a technology platform,
nor merely a booking or communication tool,
but an organized space for turning time, expertise, presence, knowledge, talent, and human experience into an accessible, legitimate value.
The platform is founded on:
Respect — Responsibility — Trust — Safety — Integrity — Genuine Benefit
It believes that when a person possesses a useful value and offers it with honesty, respect, and responsibility, their time, expertise, and presence become a precious resource that others can benefit from within an organized and safe framework.
Būlum believes that value is not measured by visibility alone, nor by fame alone, nor by claims alone, but by the genuine benefit a person provides, their respectful conduct, their clear commitment, and their responsibility toward their time and the time of others.
From this standpoint, the platform strives to build an environment that respects the human being, protects privacy, prevents exploitation, and organizes access to time, expertise, and presence in a fair and lawful way.
Article 30: Final value acknowledgment
The user, the service provider, and everyone dealing with the Būlum platform acknowledges the following:
- That they have reviewed this Code or have been given the opportunity to review it.
- That they understand this Code is a general values, behavioral, and organizational reference.
- That it does not create a separate financial or legal obligation in itself, except within the limits to which the adopted documents and policies refer or which they apply.
- That it does not take precedence over the laws and regulations in force in the Kingdom of Saudi Arabia.
- That it is not a substitute for the Terms of Use, the Privacy Policy, the Financial & Regulatory Policy, the Service Provider Agreement, or any other documents adopted by the platform.
- That they undertake to use the platform in a manner consistent with respect, responsibility, integrity, safety, trust, and lawful benefit.
- That they bear personal responsibility for their conduct, content, services, decisions, and dealings within the platform or through it.
- That they undertake not to violate others' privacy or exploit their data, content, time, or trust.
- That they undertake not to circumvent the platform or move the booking, payment, or communication outside it in breach of the adopted policies.
- That they acknowledge the platform's right to take appropriate regulatory, operational, or precautionary measures upon a breach of this Code or the adopted policies or Terms, at the platform's discretion and in accordance with the applicable laws.
- That they know the quality of services, their outcomes, and the conduct of service providers and service seekers are the responsibility of the parties according to their roles, and that Būlum is an organized technology platform that does not guarantee every act or outcome except within the limits set by the applicable laws and adopted policies.
- That they know their continued use of the platform after any update to this Code or its related policies is deemed acceptance of that update within the limits established by law and operations.
