This document offers a simplified, focused summary of the most important rules and policies adopted within the Būlum app, so that users can quickly review the key points relating to using the app, bookings, payments, revenue shares, disputes, transfers, privacy, and general conduct.
This document is a summary and in no way replaces reading and complying with all the core documents adopted within the app, which include: the Terms of Use, the Financial & Regulatory Policy, the Service Provider Agreement, the Privacy Policy, and the Code of Conduct.
In the event of any conflict, gap, or discrepancy between this summary and the full documents, the full documents adopted within the app shall always prevail.
1. The nature of the Būlum app
Būlum is an organized technology platform that lets users offer, request, and book paid or free services, appointments, and interactions, through a digital environment that brings the service seeker and the service provider together under clear rules.
The app's role is to organize supply and demand and to facilitate booking, payment, communication, reports, and settlements. The app is not a direct provider of the service, nor a guarantor of its outcome or quality, except within the limits set out in the adopted policies and the applicable regulations.
2. Eligibility to use the app
Use of the Būlum app is not permitted for anyone under thirteen (13) calendar years of age.
Use by minors or younger age groups is subject to the rules adopted in the Terms of Use and the Privacy Policy. The platform may restrict certain services or features based on age, the nature of the service, or protection and safety requirements.
3. Types of services within the app
Būlum's services, as available within the app, include the following:
- Scheduled appointments: including direct text chat, voice appointments, video appointments, full-day in-person meetings, and travel trips.
- Interactive services: including audio clips, video clips, handwritten cards, and any interactive or custom services the platform may adopt later.
The booking, payment, acceptance, or fulfillment mechanism may vary by service type, as explained in the Financial & Regulatory Policy and the Terms of Use.
4. Booking and payment
For instant services such as text chat, voice appointments, and video appointments, booking and payment are completed through the mechanism adopted within the app.
For full-day in-person meetings and travel trips, the process may go through a request from the service seeker, then acceptance or rejection by the service provider, then completion of payment within the period specified in the app.
If payment is not completed within the specified period, the app has the right to cancel the request or treat it as incomplete in accordance with the adopted policy.
The service provider's entitlement to the amount is not finalized by booking or payment alone; it is subject to the service being delivered and completed, the review of any reports or disputes (if any), the expiry of the adopted periods, and the completion of settlement procedures.
5. Adopted revenue shares
Financial operations within the Būlum app are governed by the adopted Financial & Regulatory Policy. The current revenue shares are as follows:
To the service provider, from the amount of the transaction eligible for entitlement, after the service is delivered and the entitlement conditions are met.
To the platform, in return for operating the app and managing bookings, payments, communication, reports, settlements, and operational and regulatory services.
A service or booking fee in accordance with the mechanism adopted within the app and the Financial & Regulatory Policy.
The platform may update the shares, fees, or calculation mechanisms in the future as it deems appropriate for operations, regulations, or the platform's general interest. Notifying users via the app, the notifications tab, or the adopted official channels shall be sufficient wherever the policies so provide.
6. Taxes and statutory fees
The platform may add or apply any taxes or statutory fees, including value-added tax (VAT), whenever they become due or the platform decides to apply them in accordance with the applicable regulations and adopted policies.
Any taxes or statutory fees are subject to the method of calculation, display, and collection adopted by the platform within the app or in the Financial & Regulatory Policy.
7. Punctuality and service time
Time is a core element of the Būlum app, and both the service provider and the service seeker must respect the appointments and the duration set for the service.
The service provider undertakes not to add or accept an appointment unless able to fulfill and honor it. The provider also undertakes to start the service according to the app's mechanism and to deliver it within the duration and in the manner described in the service description.
Any delay, no-show, disruption, failure to start the service, or breach of the nature of the appointment may lead to operational or financial measures — such as a warning, a deduction, a partial or full refund, suspension of entitlements, or action on the account — depending on the type of case and what the adopted policies decide.
8. Disputes and reports
The service seeker has the right to file a report or dispute in accordance with the mechanism adopted within the app, within the dispute window specified in the policies.
The primary dispute window after the service ends is 12 hours, and the report or dispute must be submitted within it whenever it relates to the service's delivery, quality, non-compliance, or a material breach.
After the dispute window ends with no material report, or after a report has been reviewed and the appropriate decision made, the transaction may be approved and the financial settlement completed in accordance with the Financial & Regulatory Policy.
Reports or disputes may not be used maliciously, misleadingly, or with intent to pressure or harm the other party, and the platform has the right to take action against any malicious or abusive report.
9. Transaction approval and transfer of entitlements
The service provider's entitlements are not transferred instantly upon payment or the end of the appointment; rather, this happens after the necessary conditions are met, including:
- The service is delivered in accordance with the adopted description and duration.
- The service ends within the app or per the adopted records.
- The 12-hour dispute window expires with no material dispute.
- Any report or dispute, if any, is reviewed.
- There is no violation or financial or operational impediment.
- The procedures of the payment provider, bank, or settlement entity are completed.
Approving the transaction or the end of the dispute window does not necessarily mean an immediate transfer, as transfers are subject to operational timelines, settlement cycles, and the procedures of payment providers and banks.
The transfer period may be affected by the procedures of banks or payment providers, internal review, or the existence of reports, disputes, or additional verification requirements.
10. Prohibition of dealing outside the app
All users and service providers are prohibited from moving the booking, payment, communication, or service delivery outside the Būlum app whenever the relationship, service, or communication began through the app.
This prohibition includes requesting mobile numbers, bank accounts, payment links, or external means of communication, or agreeing to provide the service outside the platform with the intent to bypass fees, policies, or operational safeguards.
Breaching this provision is a material violation and may lead to account suspension or termination, withholding of entitlements, revocation of service-provider status, or any other action in accordance with the adopted Terms and Policies.
11. Service provider responsibilities
The service provider undertakes to:
- Provide accurate information and a clear description of the service.
- Adhere to the set appointments and duration.
- Deliver the service to a suitable quality, consistent with the description.
- Not make misleading promises or guarantee results.
- Respect the service seeker and their privacy.
- Not request payments or communication outside the app.
- Cooperate with the platform when there is a report, dispute, or review.
- Comply with the Privacy Policy and the Code of Conduct.
The service provider is responsible for their service, content, conduct, the accuracy of their data, and their obligations toward the service seeker.
12. Service seeker responsibilities
The service seeker undertakes to:
- Read the service description before booking.
- Understand the price, duration, and nature of the service.
- Respect the service provider's time.
- Not request unlawful or inappropriate services.
- Not pressure the service provider to provide anything not agreed upon.
- Use reports and disputes in good faith.
- Not record, publish, or use the service provider's data or content without right.
- Not attempt to move the dealing or payment outside the app.
The service seeker chooses the service provider based on their own personal decision, and the app does not guarantee the level of personal satisfaction or the final outcome of the service, except within the limits set by the adopted policies.
13. Privacy and data
The Būlum app is committed to processing users' data in accordance with the Privacy Policy and the regulations in force in the Kingdom of Saudi Arabia.
The app may process account, booking, payment, communication, report, rating, and technical data, for the purposes of operation, protection, verification, service improvement, dispute management, and regulatory compliance.
No user or service provider may use the other party's data outside the scope of the legitimate service, booking, or report. It is likewise prohibited to publish, share, record, or exploit any private data, conversations, images, or content without right or valid consent where required.
14. Conduct and values
The Būlum app is founded on respect, integrity, privacy, safety, responsibility, and legitimate benefit.
It is prohibited to use the app for abuse, threats, harassment, extortion, fraud, defamation, manipulation, impersonation, publishing unlawful content, exploiting minors, violating others' privacy, or harming the reputation of the platform or its users without legitimate justification.
The platform has the right to take appropriate measures when there is a violation, report, or legitimate suspicion — including a warning, restriction, suspension, content removal, account deactivation, withholding of entitlements where applicable, or referral of the incident to the competent authorities when needed.
15. Updates and notifications
Būlum has the right to update the Terms, policies, fees, operating mechanisms, or revenue shares whenever needed, as required by the platform's interest, operational requirements, or regulations.
Users are notified of updates via the app, the notifications tab, email, or the adopted official channels. Continued use of the app after an update or notification is published is deemed acceptance of it within the limits established by law.
16. Brief acknowledgment
By using the Būlum app, the user acknowledges that they understand this document is merely a brief executive summary of the most important points, and that it does not replace reading and complying with all the full Terms and Policies adopted within the app.
The user also acknowledges that their use of the app is subject to the Terms of Use, the Financial & Regulatory Policy, the Privacy Policy, the Code of Conduct, and the Service Provider Agreement (whenever used as a service provider), and any other policies or instructions adopted by the platform.
